What happens when you attempt to sign out of your Apple ID (iCloud)? Is the Sign Out button greyed out?
You may have Screen Time Restrictions set to ON. Double check the following:
Open Settings ➡️ Screen Time ➡️ Content & Privacy Restrictions ➡️ Account Changes: Set this to Allow
