iMessage/FaceTime failing

iPhone XS 256GB, Recently upgraded to iOS 15.4, now 15.4.1. Now iMessage and FT doesn't function as it did before iOS 15.4 upgrade. iMessage has been cycled and it is registered. AppleID signed off and on. Accounts & phone# verified (hasn’t changed). When I go to msg someone/anyone that had been via iMessage now appears as SMS. All FT fails. I have tested this both on cell and WiFi. Any help appreciated.

To activate iMessage and FaceTime using your Phone number


First, check to know whether you have an SMS plan enabled at least for One SMS with your carrier. Contact your Carrier (Cellular Service Provider) the agency that issued the SIM to you


If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS Only)


If you can't turn on or sign in to iMessage or FaceTime - Apple ...
