How do I add Custom Album Artwork for Itunes on Windows"?

I am trying to use custom album covers for albums I downloaded from Apple Music. I have them downloaded on my computer and I click the album and do the "get info" thing. I then go to artwork and go add artwork, but when I add my custom image nothing happens. Also if I try to drag the image into the panel, it shows a cancel sign, meaning I cannot.

Is there a way I can add custom album covers to downloaded apple music on windows?

See Repair security permissions for iTunes for Windows - Apple Community. You cannot add artwork to tracks in .wav format.
