I’ve been trying to buy storage but it doesn’t allow me to do so can someone help me

If you are trying to upgrade your iCloud storage, what error message do you get? See if this helps: Upgrade to iCloud+ - Apple Support

Why not? What happens when you try exactly? Do you get an error? If so, what does it say?

Do note, purchasable storage is only on iCloud. It will not affect your device's local storage capacity in any way.
