We see you recently reviewed the article “Restore your iPhone, iPad, or iPod to factory settings”. That is a great place to start. Since your iPad is already in recovery mode, the next article to look at would be If you can't update or restore your iPad - Apple Support

You will not need to follow the instructions in step 3 or 4. These are instructions to put the iPad into recovery mode.
