Is this data you have entered or are you talking about cell references in formulas?
If this is about data you have entered into a cell, Copy/Paste does not increment (or I cannot think of a case at the moment where it does). Drag-Filling (grab the cell border and drag in a direction) will increment in some instances. If it does, copy/paste the value to the cell next to it, select both cells, then drag-fill. Or just use copy/paste.
If this is about cell references in formulas, you use $ to lock in the row, column, or both. $B1 or B$1 or $B$1 depending on what you need.
