iPad wont restore after freezing overnight. Just shows apple logo flashing

Allow the iPad to warm to room temperature and any condensation to dry, charge for an hour or so, then see the related article linked above. If that does not resolve this, use the Get Support link in the upper right of this webpage, and discuss your options with Apple.
