Apple Music Family Subscription and iTunes Match
I have an Apple Music Family Subscription plan. I have uploaded my music to iTunes match on my Apple ID. Is there a way my wife can access our iTunes match music on her phone?

With a family subscription to Apple Music each user gets their own independent iCloud Music Library. See Share music from Apple Music on the web - Apple Support for a way to share playlists with each other. Note if you have Apple Music you no longer need iTunes Match and can save on that subscription.
