IPad Activation Lock

My father-in-law passed away a few years ago unexpectedly. My mother-in-law has subsequently given me his Ipad and username. Unfortunately she is unable to find his password. Consequently I can't get past the Activation Lock screen. Is there some way I can get past this so we can continue to use the Ipad?

How can I turn off activation lock if I can't get to the previous owner's password? My mother in law passed away and we are trying to wipe her old devices.
