How can I change my AppStore country/region if I already cancelled my AppleTv subscription but keep getting the same message…

so I just got to the states and would love to change the region/country to US. But even though I already cancelled my Apple TV+ subscription, it’s still showing the same message (you have to cancel your AppleTv+ subscription)

So I cannot change my region/country until that? It’s almost in a month, I would really like to change the country now since I need to use some banking apps.
