The transfer from iPhone 11 to iPhone Pro max appeared to have completed. So a day later, it was showing 2,4 gig still to be updated. Meantime I sent to iphone 11 back to Apple on a trade in. Is there a way to complete the transfer? The transfer was through iCloud. Thanks, Don
The remaining time is probably to download the apps from the app store that you had on the iPhone 11. Apps are not included when transferring, instead the are downloaded again from the app store. But you need to leave the phone plugged in and connected to Wi-Fi, with Low Power Mode off, until it finishes.

also: I changed from the pro max to the pro. The transfer did well. However, for a couple days the same message came up saying 2.4 gigs still needed to transfer. Then it went away. I assumed it completed.I’ve been able to update on phone and watch. The pro max will not update until transfer completes.
