I cannot download apps from App Store
Is there something wrong why I cannot download apps from APPS STORE? Can you assist me please what to do?

If you are getting the message that your account is disabled then you must reach out to Apple Support directly. You should be able to reach them here: contact Apple Support
If the will simply not download then
Turn off Screen Time.
Check your payment card is valid in Settings, your name, Payment & Shipping
