I have been using macbook pro for years and now I would like to purchase a ipad pro. My question is, can I use the backup from my mac on time machine to my new ipad pro?

Are you asking if you could load a MacBook Pro backup on an iPad? The answer to that would be no. Completely different operating system, apps, etc.
