iPad stops charging

I have a year old iPad. My friend has a brand new one. When we both charge our iPads it states “not charging” at 79%. I remove the plug from the iPad and put it back in. It goes back to charging until 84% and stops. I purchased a brand new charging cord and plug from APPLE. It still doesn’t help. My friend did the same. No change for her either.

Is there a solution? The iPads don’t have battery optimized. This is annoying.
