Can the watch 7 be set up with a iphone se?

I'm looking to get an Apple Watch 7 since my current watch isn't an apple the company has messed up and refuses to admit they messed up mine and plenty of others. I'm wondering and I have tried to google this. But can you set up the Apple Watch 7 with an iPhone se? I don't want to have spent more on a phone when I have to spend a lot more on the watch to get what I want and need. Thanks for the answers ahead of time.
