There may be several ways to do this, but the only way to set it up such that it's just as if you took the photos with the new iPhone (in the Camera Roll) is to set up the newer iPhone with the complete data from the old one. This will copy all the settings too. This can be done several ways, including backing up to a PC or Mac, then restoring from that backup. Or from iCloud (but you'll probably need more than the 5 GB standard storage). The Quick Start procedure may be the simplest, but that requires the new iPhone to be in factory condition.

I'd also strongly recommend making a backup (and regularly updating the backup) somewhere such that losing your photos won't be an issue or as much of an issue if your iPhone is damaged or lost.
