What is the best way do use my personal iTunes library on my work phone?

You would need to sync your library from your computer to the phone. You would need permission to do that, especially if the work phone is managed by an MDM. Putting your personal Apple ID and personal content on an iPhone is asking for trouble, since that gives your employer access to your personal content.
