Then check with your carrier. Your carrier can require a particular cellular plan to unblock access to features such as iMessage.

That screenshot means your phone carrier doesn't support iphone and you'll be charge to activate imessage and facetime. If you can’t turn on or sign in to iMessage or FaceTime - Apple Support

I don't know what talktime balance means, but for sure that has nothing to do with Apple.
