apple mail does not appear to be attaching windows-friendly attachments to my email

After updating to Monterey, has anyone seen issues with actually attaching windows-friendly attachments in apple mail? Since the last update, neither my pc nor android tablet recognize attachments for email sent from my Mac mini (M1).

The compose panel in Apple Mail has a paperclip in its toolbar. Click that, and at its bottom, click Options and select Send Windows-Friendly Attachments. That is as good as it gets because the recipient's email client determines how attachments are presented in received emails.
