The person that you bought this watch from needs to follow all the steps in this link;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and put it down to a bad experience.

Did you purchase a used Apple Watch? If you did, it wasn't prepared correctly for a new user and ONLY the previous owner can remove the watch from their account. If you don't know them or can't reach them, you have purchased a useless watch, which you cannot use.
