I have tried all the options given to make old 2014 iMac 2014 to use as display monitor for new iMac 2021 iMac. Seems like I have wasted my money on new iMac and wires such as thunderbolt 3 to thunderbolt adapter and thunderbolt cable nothing works.
any idea why its not working?

No. A 2021 iMac is later than 2019, not earlier.
