Why Can’t I remove apps from Apple Watch?

I have tried the standard methods for removing and hiding apps from/on the Apple Watch but have been unsuccessful. The apps have no X when editing the app screen, and I cannot swipe them to delete in list view. The phone app has the switch to “show on Apple Watch”, but the switch is sort of blurred out like I am not allowed to adjust it. What am I doing wrong? Is the something in my settings I need to uncheck?
