I have a value of 610-05-10-00001 in cell A and would like 610051000001 (dashes removed) to be the pasted result in cell B. Is there a copy and paste function that will make this change when pasting, OR is there format that I can apply to cell B that will strip out the dashes once the values are copied into cell B?

Not copy/paste but if you have a column of these values you want to convert, you can use a formula and later replace the formula with its value
If your dashed values are in column A, use the formula =SUBSTITUTE(A,"-","") in the adjacent cells in column B. Next, if desired, select all those cells with formulas, Copy, and use the menu item Edit->Paste Values to replace the formulas with their results.

A 'number' containing three hyphens is actually a text string. The SUBSTITUTE function here replaces the hyphens with null strings ( "" ).
The result is a text string containing only the numerals.
