forgot screen time passcode

Trying to reset my phone since I have a new one and it keeps asking for a screen time passcode that I don't remember. I've tried the forgot passcode but it doesn't do anything to let me create a new one. Not sure how to proceed to reset the phone.

iPhone 8 Plus, iOS 14
