Face ID cannot reliably differentiate some close relatives.
As for passcodes, keep your unique and long and private.
Per Apple, The probability that a random person in the population could look at your iPhone or iPad Pro and unlock it using Face ID is approximately 1 in 1,000,000 with a single enrolled appearance. As an additional protection, Face ID allows only five unsuccessful match attempts before a passcode is required. The statistical probability is different for twins and siblings that look like you and among children under the age of 13, because their distinct facial features may not have fully developed. If you're concerned about this, we recommend using a passcode to authenticate. (Highlights added.)

But, where are you when your sister is opening the phone? And why are you leaving the phone with your sister?
Sorry, I thought you had a security concern. I was attempting to assist you in finding a cause/fix, but you seem uninterested in any attempt to solve the issue, but instead simply wish to complain.

Were these other people present when you established Face ID?
Were you present in the room when these other people unlocked the phone?
No, no one knows the password and no one was with me. Even though I constantly renew the face unlock, it continues to recognize others.
If other people are not with you, how do you know other people are opening it? Or did you give your phone to someone else?
I don't live alone at home :) She continues to recognize my sister face even though we are not twins and I am not with her.
