Keychain
I just purchased an ipad but my keychain/passwords did not come over from my iPhone. Keychain is turned on on my phone

Ensure that both iPad devices are signed-in to iCloud with the same AppleID - and that you have enabled Keychain in iCloud on both:
Settings > [Your Name / AppleID] > iCloud > Keychain > iCloud Keychain - set to ON
