I want to download all my videos from iCloud back onto my phone

If you do not have photos in iCloud enabled, check iCloud.com/photos. Otherwise, your videos should still be on your device.

All of your videos should be on your phone if you sync through iCloud.
My iCloud storage only gives me 5gb. So whatever videos I have on there, I want to put them back on my phone, but I can’t see it in my photos
