In order to share photos with family sharing, do I need the 200GB iCloud storage plan?
No.
You can share photos with any size storage plan. See the following from https://www.apple.com/family-sharing/
When you set up your family, a shared album is created automatically in the Photos app on all family members’ devices. Everyone can add photos, videos, and comments to the album whenever they like and get notified when something new is added.
You do not need to share an iCloud storage plan in order to share photos but if you need more space, you can share any storage plan 50GB and larger. See: Share iCloud+ with your family - Apple Support
