trying to create apple IDs for my kids but family sharing isn’t clickable on my profile

Are you looking in Settings/Your Name in the 2nd section where iCloud is? What happens when you tap 'Set Up Family Sharing'?
Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch *
Try a forced restart.
Reset Device. -
