Can I use Apple Watch SE with out iPhone?

I have an iPhone and watch 7 gps + Celluar.

I would like to gift my dad Apple Watch - SE. Can I pair SE with my iPhone and can that watch be used independently. Like my dad can go anywhere without any depended on my iPhone with his apple SE on?

Can you pair two Apple Watches together? Here's the problem we're trying to solve. Mom has Alzheimer's, Dad has a sound mind, but physical issues. Every time I try to Google it, all answers turn to pairing with a phone, despite excluding phone from the search. Thank you in advance.

Apple watch without iPhone I want to buy my nephew an Apple Watch for his birthday. His household only has android phones. If I pair it with my iphone through the watch app, will that still work for him? He lives in another city.
