After some research, a solution has been found.
You can paste the following into the Safari address bar to access the download in the App Store:
Catalina: macappstore://itunes.apple.com/us/app/macos-catalina/id1466841314
The links for the installer downloads have been broken for several days.
Until Apple fixes those the software is unavailable.
where can I download Catalina 10.15.17 ?
