How do you delete photos in your iCloud ?
also if it’s in my iCloud can I delete it off my phone and it still be in the cloud?

Use this procedure:--> Archive or make copies of the information you store in iCloud - Apple Support
When all important stuff is safely stored on your computer, delete whatever you want.
