Has anyone else had an issue with the 13 NOT backing up and, more importantly, how to fix the issue? Thanks in advance for any and all help.

Try Settings > [Your Apple ID] > iCloud > iCloud Backup > Back Up Now.
And be certain your iPhone is either plugged in to power or very well charged.
And the Wi-Fi should not be VPN or a Hotspot.
Well, you have asked us to guess exactly how you’re attempting to back up. We don’t know if you’re referring to an iCloud or computer backup. We don’t know if you’re using Wi-Fi, cellular data or a cable. We don’t know your iOS version or any other relevant software versions. And if you’re attempting an iCloud backup, your iPhone’s state of charge is relevant.
Thank you. I've been attempting to backup via ICloud. Personally, I didn't know one could still backup on a computer. So, yes attempting to backup from ICloud. And yes, I'm connected to wifi, phone locked, etc. :)
