Accessing iPad & Mini Ipad Without Passwords

My son passed away unexpectedly and left behind a relatively new iPad, mini iPad, iPhone Apple Air laptop and Apple Watch ……but No Passwords.

I don’t need to retrieve the contents (I assume that’s not possible due to privacy laws), but I would like to have the equipment wiped clean so I can use or donate them. A person working the door at my Apple store said Apple can’t help me.

Who should I contact farther up the chain to see I can get help. I have a Death Certificate proving he is gone.
