using the app, not thru safari
Everything that I have read says that there should be a row called “Up Next” in the Watch Now tab of the Apple TV+ app. However, that does not seem to be the case. I have added several things to the list but now I cannot retrieve the list. Any insight would be appreciated.

Verify that you have signed in to the TV app (menu Account) with the Apple ID account that has the Apple TV+ subscription.
Up Next will be overlaid over the main splash image in the app, above What to Watch in the Watch Now tab (on Monterey, on Catalina probably too).

Searching support for the same issue. In Chrome that top ribbon isn't there, and Up Next is not in any of the frames below. Very frustrating.
On the website tv.apple.com, Up Next and other Apple TV app features are not available. The site is not the Apple TV app, and brings just Apple TV+ content.
Where am I supposed to find the “Up Next” list in Apple TV+ for Mac?
