As you may have already learned, your daughter should have been set up with her own Apple ID. After setting up the iPhone with her own Apple ID, you could have taken advantage of ➔ Family Sharing. Through family sharing, you could have shared the iCloud storage with her as well.

You were on the right track. Turning OFF iCloud on your daughters iPhone will delete the pictures that are on her iPhone. It will not delete the pictures that are on iCloud and on your iPhone.

The best way to do this is to erase your daughter's iPhone completely and return it to factory settings as it was when new. Then you can set it up again with her own Apple ID. Then activate Family sharing from your iPhone once she is all set.

To erase your daughter's iPhone completely, Open Settings ➔ General ➔ Transfer or Reset iPhone ➔ Erase All Contents & Settings.
