I would have placed my Apple iPhone SE 2020 for sale.
I got a "buyer" so I wiped the phone and prepared it for sale.
The guy stolen the phone from me.
Is there anyting I can do to block the device from use?

That depends. In the US and Canada the IMEI blacklist is honored by all carriers. Likewise in the EU. There’s a good chance that the 2 carriers in your country honor each other’s blacklist. But it does no harm to blacklist, and it may help.

You can ask your carrier to blacklist the IMEI.
In my country there are two major service providers. We use SIM cards. If my personal carrier blocks it, he can just get a sim from the other carrier and use that, won't he?
I did. A formal report was made. They even took my wife and I in their patrol car for a drive along to see if we could have spotted the thief. But we were unsuccessful.
I reached out to my service provider who informed me that they do not blacklist devices.
So the thief will have full use of my device...

No, Apple cannot lock it down. Only the carrier can, and if they won’t there’s nothing further to be done.
