I’ve searched multiple times on both my iPad and my iPhone & cant find the Health app. But I continually see internet articles referencing the use of it. Where is it hiding & how do I find/activate/access it, if it won’t come up during a Search?

If Screen Time or Parental Controls are enabled, turn those off. If the iPhone is managed with profiles installed check with the folks that installed and manage the profiles. These features fundamentally exist to cause confusion while preventing or limiting access to various apps and features, so they're the usual suspects when something goes weird.
