How does view outside frame work

I see that there is a view outside frame option

does anyone know how this works when editing pictures?

Can you remove grid line from a screen shot? I accidentally took a screen shot instead of a photo and now the picture has grid lines on it. Is there a way to remove them? Any help would be greatly appreciated.
