So if I put the phone on lost mode if someone finds it can they unlock it? Or use any apps?

If my phone is in lost mode if it’s found can someone use it?

Only if they know your Apple ID & password. In Lost Mode, you should feel safe and secure. Just make sure you don't erase it. See step 2 in:
