Compressor 4.6 “Unable to submit to queue”

Just got the new base model 14” MBP. I’ve installed final cut and compressor and tried to edit my first video on the machine, but I cannot export anything through compressor. Every time I try to start a batch, I get the beach ball and then it says “Unable to submit to queue.” I have given compressor full disk access, tried uninstalling and reinstalling the program and restarting the computer. Internal or SSDs all have the same issue. What else can I try besides a full OS reinstallation?
