Can info on on older iPad Air be transferred to a new iPad Air, but keep them both with the same info.

Immediately after the transfer, they will have the same information.

Keeping them both with the same info on a continuing basis can be done partially but not completely. For example, contacts can be kept in sync if both connect to a common server like iCloud or Google for contacts.
