I do have have Cellular Data Options with 5G on my iPhone 13 Pro using AT&T

Uh, okay. Did you perhaps mean you "don't" have those options? If that's what you mean, you may need to contact AT&T. If you used a SIM from a non-5G iPhone, you'll need a new one that supports 5G.
