How turn off camera shutter sound

why there is still a sound of camera shutter? I already silent or mute my iPhone 5s. How to fix this?

Go to Settings > General > About > Model number. If you see a number that starts with "A" tap on it. If the end of the other number is J/A that is a Japanese market iPhone and you cannot mute the shutter.
