While being up to date is one step we still recommend, we also always recommend backing up your iPhone prior to installing any updates. We'd like to provide two resources that may help with the back up issue you're having:

1. If you can't back up to iCloud
2. If you can't back up your iOS or iPadOS device to a computer or restore it from a backup

We recommend removing the restriction, at least temporarily, then make a backup/update your iPhone.
