I'd like to be able to for example have safari open and drag word over to immediately fill half the screen. The holding your cursor over the green button method takes far more time than snapping screens like you can in Windows (3-5 seconds vs 0.5 seconds each time).

The answer is no. :) Hence the suggestion.
But Apple does support Split View on macOS where Safari and Word would each consume half the screen, provided Word is written to support Split View. This is not the drag operation you mentioned on iPadOS as macOS is not written to accommodate user touch operations on the screen.
Suggest it to Apple.
