how to change the region of account ?

I want to change the country of my account but in my apple balance it has only 0,37 eur, can I remove it from my balance or what should i do ?

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
