how do i take back control of my music in itunes
As you hopefully realize, Apple Music and having an iTunes music collection don’t blend well at all. They use completely contradicting methods for accessing music.
If you intend not to use Apple Music, then turn off iCloud Music Library.

well it all started when i started a free 30 trial of apple music from best buy
from that day forward i can’t pick and choose music to sync and how do i add music i purchased elsewhere this page
here all the options to pick and choose are gone Help i’ve been nurturing my music in itunes from the beginning and now for me it’s not good
As you probably realize, MacOS High Sierra is now four years old, so things were done somewhat differently back then.
Anyway, since you likely realize from the above discussion there is a strong connection between Apple Music and iCloud Music Library, you should likely start by turning on “Show Apple Music Features” as displayed in your screenshot.
Turn it off here.
I wish it was that easy, I'm running 12.8.3.1 iTunes on a MBP running High Sierra
You have asked us to guess what steps you performed to lose that control.
How, exactly, have you "lost control"?
i’ve tried to figure it out how to do that and for whatever reason i can’t figure it out
you would it be easy i can’t figure it out
HELP
so it’s not solved
can you show me how to turn it off ?
