If it is an M1 Mac, that is not even possible. It will only support a Monterey VM when Monterey is released. Also, on an M1, it will only support ARM64 builds of Linux distros and ARM64 Developers Previews of Win10 and Win 11 (which is questionable in terms of violating Microsoft EULA for these).
