2fa/new device question

if 2fa is active on an apple id, will it be used when trying to connect a new device to the same apple id?

All Apple “trusted devices” on the same AppleID receive the 2FA secure messaging pop-up simultaneously “broadcast style.”


Any additional “trusted numbers” (aka backup numbers) receive the unsecured 2FA SMS message (or voice call) only when individually selected from the login screen drop-down.

Is the phone number of the apple id's device(s) considered a "trusted number"? If so, what's stopping someone who had access to the account before 2fa was added from just selecting the SMS options and getting in that way, since they would technically still have access to the phone number.
